The United Kingdom and the United States have established a major bilateral deal that will preserve zero tariffs on British medicine products going into the US market.

Agreement Details of the Accord

Under the terms of the agreement, the UK has agreed to boost expenditure on medicines through the NHS. This commitment secures that duties on these crucial products will be held at nothing for a duration of 36 months.

This development is in response to recent warnings to significantly raise duties on branded pharmaceutical products, with potential rates floated up to 100%.

"This arrangement with the UK reinforces the global environment for cutting-edge drugs and brings long-overdue equity to American-British drug exports," a statement said.

Economic Impact

Drugs represent one of the the United Kingdom's most significant export categories to the US, which is clearly the biggest buyer for major companies like GSK and AstraZeneca.

Trade data reveal that in the 12 months to the end of September, the UK exported drugs worth £11.1bn to the US. This value represented nearly one-fifth of British export trade in that period.

"This agreement safeguards jobs, stimulates capital expenditure and paves the way for the UK to emerge as a international leader for biotech and pharma," a minister remarked.

Key NHS Changes

The deal involves several specific commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the price threshold at which it judges new therapies to be prohibitively costly by twenty-five percent.
  • Increased NHS Spending: There is a goal to raise total public funding on drugs from 0.3% of the national economy to 0.6 percent over the next decade.
  • Payback Limit: The amount manufacturers must refund to the NHS to prevent overspending will be restricted at fifteen percent. Last year, refunds were more than twenty percent.

Broader Context

The pact follows a ongoing row between the sector and the UK government over drug pricing and NHS adoption.

The disagreement were exacerbated by claims that American customers were paying a premium for the identical medicines than patients in the UK and Europe.

Recently, several large drug company projects in the UK have been delayed or abandoned, while multi-billion-dollar funding commitments have been announced toward projects in the United States.

One official publicly accepted that the NHS had to increase expenditure on treatments, noting that its expenditure on drugs had decreased as a proportion of its total funding over the previous ten-year period.
