'We will play a key role in football's future' - football oversight chief the new chairman
The team's persistent issues represent a a "major concern" and the independent regulator is looking to gain the ability to examine team situations in such situations, the newly appointed chairman the official has declared.
Through a comprehensive talk, Kogan, who was appointed on Monday, voiced concern towards Wednesday's fanbase.
Kogan met with four supporter groups representing the South Yorkshire club in recent days.
The football club have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in the autumn.
"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," Kogan told.
"The club represents one of the historic institutions for football in England and recently we have met supporters' organizations.
"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases referred to us if they warrant scrutiny and acted upon."
Financial Struggles and Ownership Situation
The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be open to selling the club at the stadium, but he has not been able to secure a deal with prospective buyers.
Missed wage deadlines on time in March and May caused limitations by the football authorities in mid-year, blocking the team from conducting any recruitment activities for the subsequent signing windows, although that restriction was lifted in late summer.
Official's Viewpoint
Kogan said: "The job [of the regulator] is there for the Owls followers, Bury or any football club where supporters are loyal to a regional establishment that has represented their community in many cases.
"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the followers."
Questioned about whether the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."
But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.
"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the chairman's encountering," the chairman stated.
"But the truth is, when you examine the past of football, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the future."
Wednesday followers have been demonstrating against the team's chairman this season
'Mistakes could erase significant advances'
The chairman convened with officials from numerous teams to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.
"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish swiftly," the chairman stated.
"And that's what nobody wants in the realm of domestic football is a huge success story - we've got to keep it going.
"Considerable investment flowing into the game and has come into football for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."
Elite Division Worries
The Premier League opposed the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.
"Being fully aware of the worry about compromising the top flight as an elite competition of this country. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a high level of reassurance."
Political Connections
The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in 2020.
The chairman donated money to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.
"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.
"I am presently disconnected from any sort of politics."
