The Failure of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by up-to-date information. From witness perspectives, military aircraft that had been deployed to intercept incoming guided weapons flew past – modern combat jets delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and another blackout.

Ongoing Risks

Soon after, a automatic firearm fired at a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on international aid – a reliance that European nations are clearly incapable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from Washington sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until circumstances change in its benefit.

Existing Situation

Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
